This purpose of this PR is to ensure namespaces are created rather than just failing out. Currently there is a bug that attempts creation of new namespaces in the
namespacepoolobject but that fail out before updating theownerreferencetonamespacepoolon the namespace. Current logic in the ephemeral namespace operator cannot cleanup these namespaces since theownerreferencehas not been updated on the namespace.
