It's the version of .NET used to compile the app.

4.8 is legacy, widely compatible, while 7.0 is the latest version, requires a download of the framework.

Performance should technically be better on the 7.0 version, but the app doesn't require any horsepower at all in the first place, so it kinda doesn't matter on that front.
