TrackTimeInterval test fails not meeting the expectations on a simple, predictable case.
It is not clear which the solution is, whether it is actually a problem in the algorithm or if the problem is some inconsistent timing in ICARUS TPC software.

The author of the test, @PetrilloAtWork, failed to sort this out so far.
