So it looks like Proj has now released 5.0 While they haven't broken anything yet, the announcement does indicate they will be breaking things in over the next couple of years. I'm opening this as a reminder to keep an eye on this and see when we may want to adapt to those changes.

So while they may not have broken any APIs yet, I can confirm that installing Proj < 5 takes me from 18 tests failing locally to 5. So Proj 5.0 is definitely a problem for us.

Another note is:

The proj_api.h header and the functions related to it is considered deprecated from version 5.0.0 and onwards. The header will be removed from PROJ in version 7.0.0 scheduled for release February 1st 2020.

This applies to trace.pyx.
