Description

This change pulls recent changes from master in to get the tests passing with python3.8, matplotlib 3.4.1, cartopy 0.19 and glibc 2.31. All test are passing locally for me under python3.8. The only conflicts I found were in the documentation and I took the simplest approach of discarding the whatsnew entries as well as the "common links" change from #3976.

I'm guessing the gallery failure is because the tests are using an older matplotlib version, though I can't see a conda list in the Cirrus output. We removed the old hash reference at #4112 as those old images hadn't included lake features that should have been there.

There are a couple of genuine doc link failures. I think the black link should now be https://black.readthedocs.io/en/stable/integrations/editors.html. I don't know about the unidata link.

Since the "real" tests seem to be mostly behaving right now, I'm inclined to not do anything about these link failures until I've at least had a review!

I'm happy with this. The only changes to the codebase (i.e. not test related, not ci related) are to support the ordering of cml files, a fix required to maintain our existing testing, not to add a user feature.

I'd like to see this go in.

I hope @bjlittle is going to get that CLA bot issue resolved for us too!

Are we going to pull across #4108 to stop the CI timeout issues or leave that on master only?

I don't really understand the CI infrastructure stuff so I wasn't confident to make that call. Does #4108 stand on its own or are there other changes that would also be needed? Clearly we'd need b7b00d7, but I don't know what else.

I do feel strongly that latest Iris should work with latest matplotlib and cartopy though, which is why I decided to have a go at this.

#4108 should stand on its own but I would vote to leave it out and cut this release ASAP. If we think that 3.0.2 is the last release before 3.1 we might not care about getting all these tests reliably passing in CI here. But we'll probably want to fix the timeout issues if we're still hacking on this branch for 3.0.17...
I would rather see least possible we can get away with go on this branch now. We can test locally to be comfortable that we're not introducing regressions.

Hmmm, the py3.7 tests passed before I added the 3.8 changes. It's easy enough to kick them off again.

Ran 5033 tests in 645.910s

OK (SKIP=22)

I don't know why py3.6 is running more tests that py3.7.
