PicoQuant PicoHarp 300 TCSPC system hardware plug-in for ScopeFoundry.

This interface uses the phlib DLL from PicoQuant to
control a PicoQuant Picoharp 300 TCSPC system.
To use this, please contact PicoQuant for the required SDK and DLL.
