Ability to stammer only in certain languages [feature idea] #215

Issue Description:
This is less an issue and more an idea for a minor feature to add a little bit more flavor to the game, but I would like to suggest the ability for people who select the stammer gene at round start to be able to set the gene to only trigger when they're speaking a certain language. This is small, but could give a bit more flavor for how people may choose to RP their characters in game.

What did you expect to happen:
To add the ability to stammer only when speaking a specific language, either to the stammer gene or possibly to language selection itself. Allowing things like a character who may stammer and have issues speaking GalCom, but speak their native language just fine, for example.
It could add a little QoL for people who may want to RP something to this effect but don't want to type out the stammer, or don't want to add the stammer gene and see their character constantly stammering in the wrong language.

@sampaiiii Want to help me with this? I want to look a bit at how heavy the stammer is because sometimes it's .... rough?
