Added 2 CSS properties for ul and ol which makes them shift slightly to the right and under the header.

While this does keep the content under the header, the proposed solution to the problem was to extend the header to fit 100% of the container's width.

This PR leaves too much white space on the left and right. If we extend the header, it will use some of that white space.

We are doing a complete overhaul of the UI, so this issue will be closed.
