Rasdaman: Update to 8.3

Rasdaman now tracks a stable release. Many patches needed for OS X
compatibility have been merged upstream. Some new patches have been added to
simplify the build process---i.e. by no longer requiring Clang 3.0 to build
certain portions of the software or requiring the user to modify the OS X
system headers.
