WARRANTS

Describe the feature

Lets add WARRANTS! Functioning exactly the same way as BOLO's. Logged in the Discord too from webhook as well.
I'd love to see a WARRANTS section underneath the BOLO's section.

This is useful for when detectives will be doing a search warrant or arrest warrant of someone and they want to have it announced in the system. Since its different from BOLOS. But still useful for on duty law enforcement to know about!

Who can create a WARRANT?
Officers (or maybe just Supervisors?)
Courthouse (would be for anyone with Courthouse permission like Judges/DOJ Agents etc)

I would like to see a Warrants section added here. So Officers can see what warrants need to be executed.
Warrants to be created by Officers/Supervisors or Courthouse members.

How would this work with the current warrants? Regular non-supervisors would still be able to create warrants and view them in name search, correct?

I am not sure how the current warrants work. But in any case, if having LEO Supervisors only (and Courthouse permission) to be able to create warrants and view them is the best idea. But, if its easier to just make it so that all Officers can create and view it then so be it.

Visible warrants created like BOLOs are but by leo supervisor or courthouse permission person
