Bulk Email showing up in email history even if it wasn't sent #1344

In 4.0, communications that are set to Bulk respect the settings of an individual with No Mass Email sent. However, even though the email doesn't get sent, it still gets written to the database and shows up in the Person Profile > History > Communications List grid.
