11.1 Beta Include Deceased Data View Option Does Not Work

Description

I cannot get the Include Deceased Data View option to return any deceased people. I first noticed this when testing a boolean filter of IsDeceased = Yes and not getting any results. Then I realized that in v11 they added the Include Deceased option, so I checked that, but the DV still returns no people.

Then I got simpler and removed the boolean filter and replaced with Last Name = Michael, along with Include Deceased being checked, which should have returned people, but does not.

Steps to Reproduce

1. Using 11.1 identify a deceased person
2. Create a DV that filters on IsDeceased=True or the person's Last Name
3. Enabled Include Deceased
4. Save DV, and observe no people are returned.

Expected behavior:

The Include Deceased option on aDV that returns Persons would work,

Actual behavior:
It no longer works as of 11.1. I was NOT able to dupe this on demo (it worked fine there), which is at v11.0, but WAS able to dupe it on prealpha, which is at v12.0.... so something changed between v11.0 and 11.1. Could this 11.1 fix somehow have broken this? #4281

Ok, this is weird... even though the data view does not show the deceased people, if I make a report based on that DV, the deceased people do show up there!? [insert twilight zone theme here].

So it seems to be some visual issue with the DV itself, and the deceased people really are being returned.
