Pledge Block Showing Inactive Giving Frequencies

Description

The pledge block is showing giving frequencies that are not active.

Steps to Reproduce

1. Go to the defined type Recurring Transaction Frequency
2. Click on one of the values and make it inactive.
3. Go to a page with the pledge block on it
4. The inactive value will still be displayed in the Gift Frequency dropdown.

Expected behavior:

The Gift Frequency dropdown should honor the active/inactive status of a the defined values

Actual behavior:

The Gift Frequency dropdown is showing all active and inactive values.
