Obsidian Registration does not show family members to register from Secondary Households

Obsidian Registration does not show family members to register from Secondary Households

Expected Behavior

When an adult is attached to multiple households, they should have the ability to register any individual from any household they are a member of. We have a need to leverage this functionality to allow adult disability group home managers who live in multiple households to register any of their residents.

Actual Behavior

Individuals using the obsidian registration block are only able to select and register individuals from their primary household. The Legacy registration block allowed individuals to register individuals from any family they were a part of.

Steps to Reproduce

On the Demo Server

1. Create a new family and add a new person to the family. We will call this person Rock Lobster.
2. Add Alisha Admin to this household. Make sure Remove person from other families is unchecked.
3. 
4. Update the end date of the Summer Camp Registration Instance to have a date in the future
5. Set the template Show Family Members setting to Yes
6. Login to https://www.rockrmsdemo.com/ as Alisha Admin
7. Navigate to the Legacy Registration Page and see that Rock Lobster is selectable as a family member to register
8. 
9. Navigate to a registration page that contains the obsidian registration block
10. See that Rock Lobster is not selectable as a family member to register
