Children of Named Locations do not inherited permissions from their parent location

Expected Behavior

Children of Named Locations would inherited permissions from their parent location similar to how Pages inherit permissions from their parent Page

Actual Behavior

Children of Named Locations are not inheriting permissions from their parent location. This leaves administrators with two options when then need to give a staff/volunteer access to edit locations:

1. Give them access to edit all locations. This could lead to a volunteer accidentally deleting or changing a location outside their scope of responsibility.
2. Give them access to specific locations one by one. This can be tedioius when many locations exists and difficult to remember when adding a new location.

Steps to Reproduce

1. Navigate to Bldg 1 on the demo site
2. Edit Bldg 1 Permissions
3. Add WEB - General Editor to the Edit Item Permissions
4. 
5. Click Done
6. View The Edit Item Permissions for the Bears Room (Child Room of Bldg 1)
7. See Issue, Edit Item Permissions are not inherited
