Communication List Subscribe Block - Unable to Remove all Categories

In the Communication List Subscribe block, per the tooltip and the documentation, you should be able to leave the Communication List Categories field blank, and then all Communication Lists a person has permission to view will be shown. However, you are unable to remove all options from this field, as the first option (public) is automatically re-selected upon saving.

Expected Behavior

Should be able to leave Communication List Categories field blank.

Actual Behavior

Unable to leave Communication List Categories field blank.

Steps to Reproduce

• Go to /subscribe page.
• Edit Communication List Subscribe block settings.
• Remove all categories from the Communication List Categories field.
• Save.
• Again, edit the Communication List Subscribe block settings.
• See the Public option is still selected.
