Page Title Set by "Page Properties" Block Despite Selected "Set Page Title" on "Sign-Up Detail" Block

Description

It seems that the "Set Page Title" check box on the "Sign-Up Detail" block is not working. The page title gets populated from the "Page Properties" block despite selecting "Set Page Title" on a "Sign-Up Detail" block continued on that page. This issue has occurred in our production instance and been replicated in the Rock demo site.

Actual Behavior

Page title set from "Page Properties" block ("Sign-Up Detail" in the example above).

Expected Behavior

Page title set to the project title when "Set Page Title" box is checked ("Yard Work" in the example above).

Steps to Reproduce

• Go to People > Sign-Ups and ensure one active upcoming project

• On the external web page, navigate to Connect > Sign-Ups Finder
• Click "Details" on an active Sign-Up opportunity
• Using the Block Configuration option on the Admin Toolbar, click into the settings on the Sign-Up Detail Block

• Check the box for "Set Page Title"

• Observe that the page title is not set to the project name

• Perform a search on the Github Issues to see if your bug or enhancement is already reported.
• Try to reproduce the problem on a fresh install or on the demo site.
