A number of problems may be solved by switching to Galactic including:

Network optimisations
Allowing specification of which network interface a node should use (Specify which network interface a ros node should use ros2/ros2#1124)
Switching to CycloneDDS which may be more reliable and easier to configure than FastRTPS

Also recommended by Simon with the DOTS
