Frog: update sun254 to use starlink.cls

Also updated make_docs to create a pdf version instead of ps. make_docs will only work to create pdf version if the user sets the export TEXINPUTS=$STARLINK_DIR/share/latexsupport//: before hand. Not sure what the best way round this is.
