Splat: update programming.tex to work with starlink.cls

Not sure if this was necessary. Uses the same hacky \ifpdf...\else
clauses as sun243.tex in previous commit in order to pick up
the .gif images in html output. Works with the 'hypertext' script
in the src/docs/ directory.
