Email (new) credentials to MODX user

When adding a new user or giving someone a new password you can choose to send the credentials by email. Nevertheless the email is not being sent.

Is this a fork-specific issue? There's also modxcms#13973 (comment) which seems closely related.

@Mark-H I was aware of that issue and am working on implementing the solution as suggested by jonleverrier. Once finished I'll also create a PR to MODX core (that will be step 2). Thank you for the heads-up!
