If I have /foo/ open in a ST window as part of a project, then when I do "subl /foo/bar" from the command line the file [usually] gets opened in that window. If there are no visible ST windows then my active desktop gets changed to the one containing that ST window. If, however, another ST window is visible (on the current desktop or another monitor), then that wrong window gets the focus.
