Resolves Convert light-fantastic to python #298
Rebrand light-fantastic service as scheduler.
Convert to python.
Remove old light-fantastic typescript service.
For Add health checks to services #111 use controller health check as it's the same here.
For Add tests to all services #297 add tests.
Update controllers due to bug with used config which would make them wait for schedules when they don't need it.
Update dependencies of common python libraries.
