Android tablet info sometimes doesn't update

I had a flight where the GPS was not being sent in the TabletInfo UAVO. This probably was a result of not registering the location service properly. This creates a situation where if you tell it to fly to the tablet it thinks it is at 0,0 deg.

We need to

1. fix this bug
2. when for some reason the update isn't possible (e.g. no gps reception on tablet) we set an alarm and visible indicator to prevent trying to navigate by it
