  1. asap7: add ccs for RVT/FF corner for testing 

    The lib directory now has NLDM and CCS subdirs.  The existing .lib are moved
to the NLDM dir.

The LIB_MODEL variable controls the choice.  If set to CCS then sta
is enabled to use ccs in load.tcl.
