  1. Introduce Bazel build for Windows 

    To speed things up the workflow uses a cache which reduces the runtime
for the Bazel invocation on from ~20 minutes to a minimum of ~30 seconds
at the cost of a ~3 minute cache download and a ~1 minute cache upload
on changed chache.
