Koa villages' fences aren't built down at all

As I understand, the fences on Koa villages are supposed to be extended down to the ocean floor so the villages aren't floating over the water, but in my experience they do not extend at all. I have since deleted the world I experienced this in, but I'll post an image if I come across another village.
