- upgrade to django 2.1 - fix accordingly
- whitenoise 4.1.2 - fix accordingly
- use dramatiq instead of celery
- set tasks for dramatiq
- make imports explicit
- upgraded requirements versions.
- remove unnecessary commented lines
- Added django-dotenv as a dep and implemented it.
- clean up (few minor pep8 violations)
