Changelog

• Preferentially peer with nodes enforcing BIP148 to avoid partitioning risk.
• Check BIP148 on historical blocks and rewind if necessary.
• Bugfix: net: Apply whitelisting criteria to outgoing connections.
• Disconnect primary nodes relaying invalid blocks instead of DoS banning them so they can reorg to the main chain properly.
• Add a -bip148 option (on by default).
• Add BIP148 functional test.
• Docs: Add BIP148.
