Milestone 1 - Obesity Explorer Proposal and Setup

This release:

• Adds a dashboard proposal which outlines the project motivation, describes the data, lists personas and use cases, and visualizes the envisioned dashboard through a sketch.
• Adds Contributing Guidlelines and a Code of Conduct.
• Updates the repo README.
• Adds an MIT License for the repo.
• Adds a team contract defining the team norms, responsibilities, and expectations.
• Adds an exploratory data analysis (EDA) that also cleans and combines data sources.
