This PR will add the 4 roles for ORNL, along with the circle testing I set up for #2 (which might not get merged soon, and we need here to preview pages). I will post a set of preview URLS when the CI is working. Akin to the usrse site, you can't visit a url that ends with a slash, but have to update to be /index.html.
