Description Of Changes
This PR adds a declarative tutorial that has an example of gridded plotting and surface observation plotting.
For the gridded plotting there is a simple calculation (wind speed) done to demonstrate the MetPy 1.0 RC2 capability of getting back a DataArray, putting that in as a new variable to the Dataset, then plotting.
I've added descriptions of the attributes for each of the used declarative Classes.
Feedback on whether this is heading in the right direction would be welcome. Can add more explanations around some of the work as desired and add other examples as well.
