Can not change the streaming resolution from a Windows Service

Not sure about the issue caused by the unity runtime specification or not.

I found that command-line arguments of Unity app -screen-width and -screen-height don't work on Unity 2019.2 or before. it works correctly on Unity 2019.3.
Moreover, need to add argument -screen-fullscreen 0 in some cases.

Please try again with arguments below.

-screen-fullscreen 0 -screen-width 1280 -screen-height 720
