Use trick seen at UniversalMailer#133
Just FYI, this still works in 11.3 but the Plist needs to be updated.
1. Copy/paste new plist
/Library/Mail/Bundles/UniversalMailer.mailbundle/Contents/Info.plist
2. Run the following 2 commands in Terminal
3. Open Mail.app and enable in Preferences > General > Manage Plugins (choose Allow on security prompts)
4. Done! 🙂
