Just as the title said, a firebomb that hasn't come to rest, explodes but doesn't douse everything in flames.

Is there a reliable way to reproduce this bug ?

I can confirm the issue. To reproduce, devmap plat23, then noclip to the top of the outside area, dropping the grenade from close to the sky. It will bounce so high that it will eventually explode in mid-air, not spawning any fire-submissiles. Un-assigning myself since I won't find time to fix this on master, I'll keep it in mind when refactoring missile code for CBSE though.
