steam has network connection issues on waking up.

step 1) have steam on
step 2) play game
step 3) quit game (various games have issues with the sync here such as rogue legacy) but keeping things simple let's choose Half life or portal2 that does sync.
step 4) allow computer to go in sleep mode,
step 5) wake up computer
step 6) try to start a game.

results:

1. the number of online friends (may) drop to zero.
2. preparing to launch sits there not doing anything. (if [1] hasn't happened this is when it tends to happen).
3. steam is now locked
4. quit steam is the only solution.
   4a) the steam cloud sync now kicks in and does nothing.
   4b) quit that process and start step 4 again.
5. steam finally shuts down.
6. start up the steam client afresh
7. continue as normal.
