As a title says, Half-Life: Blue Shift in-game messages for foreign languages appear to be broken on all supported platforms. Any character that is not in the Basic Latin range (ASCII 0x20 - 0x7F) is unable to be displayed correctly. This is caused by a reason that HL:BS reads titles.txt file as UTF-8, while localized titles.txt for currently supported foreign languages (french and german) are saved as Windows-1252.

Easy fix, saving as UTF8.
