Interface mixins are not exposed through language bindings, so I believe [NoInterfaceObject] can be dropped from NavigatorNetworkInformation mixin. There's an ongoing effort to remove [NoInterfaceObject] from WebIDL whatwg/webidl#609

@annevk this spec was not tracked in whatwg/webidl#430

It was a quick fix, so I just went ahead and did it.
