Add new parameters for detecting marked articles and notify reviewers

This would be a similar parameter than the declinets and decliner in that there should be something placed so that the {{afc submission}} is able to display the date/time since an article has been marked and maybe automatically undo this by lua/#time coding within the template. Reviewers should also be notified within the script that they are potentially edit conflicting with another reviewer.

dunno, anything wrong with that? actually this would even help the "submitter" when he sees that this submission is under a review of 3 days... (i saw this multiple times!)

@wikipedia-mabdul - Since this mainly involves {{afc submission}}, I don't understand why it's submitted under here. Perhaps a new repo for {{afc submission}} lua coding is in order?

I'm not sure that it needs it's own repo, but I wouldn't mind taking point on the project either way. I know nothing of lua, yet, but have intended to do a full revamp of the AFC submission template set (I've already poked at them a few times for minor stuffs)...

actually this is a valid AFCH ticket as the parameters have to be placed somewhen - so in this case using afch when clicking on "mark as under review"
