This won't be addressed in #1554, I think.

#1554 does add separate tests that only run in Gutenberg, but that PR has trouble activating Gutenberg the plugin. For the foreseeable future, we'll only be testing Gutenberg in 5.0, unless someone has a better way of activating the plugin during bootstrapping.
