Reducing the radius in my last PR proved to be a severe weakening of HRA and Seraph because a splash radius of 0.5 gives the ability to deal damage to only one superkiborg, except in some rare scenarios where superkiborgs stand unmoved and as close together as possible which is not the case in real life fights
So I decided to return the splash radius to 0.75, but reduce the splash damage by 33%. For example, all mortars also have 33% less splash damage compared to main damage
I also slightly increased the Seraph reload time
