Background is very slow to load, so we need to inhibit as early as possible to avoid panel uninhibiting even before background can inhibit
This was a typo
It will be rewritten using GTK and moved to another repo, so that it becomes an optional dependency

The code as it is now doesn't build and neither is it complete. I'm opening this to discuss the changes I make.
