Describe the problem

weblate migrate command is mentioned in the docs, but not actually documented.

It is also used inconsistently:

  1. https://docs.weblate.org/en/latest/admin/languages.html#built-in-language-definitions
  2. https://docs.weblate.org/en/latest/admin/install.html#filling-up-the-database

document the usage and link it in mentioned occurrences.

docs: Improve management commands documentation

- use different role for Weblate and Django commands
- render Weblate commands with weblate prefix so that full command is show
- add migrate documentation to cover differences from Django
