A docker container would allow hosting WebCT with a single command, along with allowing a good route for releases.

Just a reminder that development on docker is in pull request #44
The current development has stalled due to incompatabilities with my own system, if anyone could help that would be excellent!

For now, WebCT will be focused on exe distribution for windows, and most likely require building from source if on linux.
