RFC for removing any and negation types.

This proposes the removal of the any type and negation types from the
source-level syntax.  This removal will speedup development of backends
for native platforms.  Furthermore, these types can be reinstated if
deemed useful at a later date.
This updates the discussion with some examples regarding void and
negation types.
