Is your feature request related to a problem? Please describe.
Currently, the user has to open the inserter, then scroll down to the "Reusable" section, expand it and then finally select "Manage all reusable blocks" to get to the Reusable Blocks list.
It would be nice to have a much more prominent and quicker way to get to that list.

Describe the solution you'd like
A good start IMHO would be simply adding a link to that list under the Gutenberg admin menu item.

Describe alternatives you've considered
Bookmarking the page (/wp/wp-admin/edit.php?post_type=wp_block) or add it as a custom link to admin using some plugin/code but this is tedious and somehow hacky for many pages.

+1, some WordPress users reported trouble finding a way to edit these blocks. This should be addressed.

Edit: The Reusable Blocks Extended plugin adds these features (and some). It would be nice to have this in Gutenberg core.
