Columns block: Background color does not stretch full-height with vertical alignment set

Description

Background color does not stretch full column height with a vertical alignment set.

Step-by-step reproduction instructions

1. Open the editor and insert the Columns block. Pick the two-column 50-50 layout.
2. In the first column insert an image. In the second column insert a heading & paragraph.
3. Set the background color AND vertical alignment of the second column.
4. Note the background does not stretch full column height, but only behind the column content.
5. Reset the column vertical alignment. Note the background now stretches the full height of the column.

Expected behaviour

I expected background color to cover full column height, regardless of vertical alignment of the content inside.
