Not being able to place template parts in the post template in the site editor will be an issue, since then theme developers can not re-use "post meta" blocks like post date, author, tags as template parts in multiple templates. -Not a code review :) Except for the remark above, the PR works as described. |
I don't think this is the new limitation. If I remember correctly that was always the case. |

Looking at 6.1 Beta 3, I'm still able to add template part blocks in the post editor

Thanks @ashleyleia I've just tested with WordPress 6.1-beta3-54393 (with and without Gutenberg 14.3 plugin activated) and can't seem to reproduce.
Are there any further test steps? |
Sorry, my bad, I thought I had Gutenberg deactivated, and I've got 14.2 installed. Once I deactivated it, everything looks good. |

This PR reinstates the behaviour from original PR: #37157
It reorders the addition of the
blockEditor.__unstableCanInsertBlockTypehook ininitializeEditor()so that it appears afterregisterCoreBlocks();.Why? So that any corresponding filters added in the block library get applied first, and, therefore, are not overridden by the filter in post editor initialization.
