Describe the bug

On breakpoints <600px, there are a couple visual issues with the Spacer block:

  1. The gray background of the spacer area overlaps the toolbars below it.
  2. The block toolbar appears, even though it has no options inside of it.

To Reproduce

  1. Make sure your browser window (or mobile device) is less than 600px wide.
  2. Add a Spacer block.
  3. See errors.

Tested in

Mac OS 10.13.6: Safari 11.1.2
iOS 11.4: Safari
