This works great and solves the problem in a very elegant manner. Since all tests pass I'll assume it's a safe change. |

Only dev note needed would be that the component has been removed as per deprecation notice but one release later than planned (i.e. 6.4 rather than 6.3). |

<BlockList>without necessarily requiring any block tools, thus avoiding possibilty of rendering mutliple<BlockTools>popover slots in the same React Tree.Fixes #53086
